Scott Jacobs presented a new paper, “What Comes Next? Innovation and Regulatory Forbearance,” at the conference, “Regulatory Governance in a Changing World,” June 17-18, 2024, at the University of Pennsylvania. In this short video, Jacobs presents his paper, arguing that we need risk managers rather than regulators to deal with transformational innovations. He argues that regulators are too risk averse, and move too quickly to shut off promising technologies.
