The regulatory guillotineTM in Iraq, which was designed by JC&A as the lead technical advisor, is continuing under Prime Minister Haider al-Abadi. A recent article (15 September 2014) by Adil Alami inAl Sabaah, the official newspaper of Iraq, argues that the transition to pluralist democracy and the “transformation of the Iraqi economy from a socialist economy dominated central to the economy free market” requires that Iraq’s ISRAR (the guillotine program) continue as a high priority of the new government.
