Scott Jacobs delivered his paper, “How Broad-based Reforms Succeed in Changing the Business Environment: The Strategic Use of Drivers of Change” at the Asia Consultative Donor Conference in Bangkok, 28 November – 1 December 2006. In this paper. Mr. Jacobs draws on case studies of broad reforms in three countries to show how reformers can use a changing mix of drivers through an unfolding sequence of events, like a series of dancers in a waltz, to sustain and expand business environment reforms.
