Scott Jacobs presented his assessment of the Regulatory Guillotine in 7 countries at an International Conference on “Reforming the Business Environment: From assessing problems to measuring results” in Cairo, 28 Nov – 1 Dec 2005. His paper, which can be downloaded here, provides the first evaluation of how the guillotine was used in 2005 in Moldova, Ukraine, and Kenya to launch bold and top-down reforms to the existing stock of regulations, and to lay the foundations for continued, sustainable improvement in how governments regulate.
