Cesar Cordova-Novion and Scott Jacobs prepared this report for the governments of Belgium and Flanders. The paper assesses the efforts of the Federal government to fight against trends of declining relative quality by simplifying regulation and administrative procedures. It analyses Flanders’ attempts to build capacities for regulatory quality. A key aspect of good economic governance — public management across levels of governments — is discussed. The paper recommends further steps for both Belgium and Flanders.
