 The objective of this project was to conduct a mapping of processes and regulations necessary for the establishment and operation of economic units (firms) and create a baseline and process reengineering for the “de-bureaucratization” of procedures and establishment of the one-stop shop. The project consisted of two components:

The first component focused on the visibility of the different “economies” recognized by the Constitution of the Plurinational State of Bolivia through the unification of four registers of economic units: Commerce Register, Registration and Accreditation of Productive Units (ProBolivia); Register of Sustainable Family Agriculture (Agro-Environmental Observatory), and Cooperatives State Register. This component involved the development of legal proposals to achieve unification.

The second component aimed at the “de-bureaucratization” of paperwork and procedures and the reduction in time and direct and indirect costs of establishment and operation of economic units in five entities dependent, or under the control of, the central government: Commerce Register, the national IRS, Short Term Social Insurance (Health Funds), Long-Term Social Security (Pension Administrators) and the Ministry of Labor, Employment and Social Security.

The project required working with eight institutions of the Bolivian government. Once fully implemented, the new streamlined process will help businesses speed up their registration process, lower associated costs, and improve transparency. JC&A used BPR techniques to map procedures and regulations necessary to start a business and to create a baseline and process re-engineering for establishing Online Business Registration.
