OECD commissioned JC&A to prepare and present at the OECD Regulatory Policy Committee, an international comparative analytical paper on nongovernmental institutional drivers to support regulatory reform. Using examples from a number of OECD countries, the report reviewed key formal and informal institutions that actively advocate regulatory reform or that otherwise have an impact on policy debates. The aim of the report was to help OECD members to discuss and draw conclusions on the frameworks that may best equip countries as they prepare for regulatory management and reform, in terms of maturing the political debate, informing and preparing stakeholders and citizens, and facilitating the implementation.
