The main objective of this project was to improve the transparency, efficiency, and predictability of the regulatory environment in Colombia by identifying, implementing, and strengthening good regulatory practices (GRP), which includes evidence-based approaches to the production and revision of regulation.
To achieve this objective, JC&A worked with the National Planning Agency on two mutually supportive components that aimed to improve the quality of the regulatory environment in Colombia, focusing on the process and procedures involved in the preparation of new regulations (“the flow”) and on those concerning the evaluation of existing regulations (the “stock”).
Concretely, the component aimed at:
- Supporting the development of an ex-ante regulatory impact assessment (RIA) system at national and subnational levels. Under this component, JC&A reviewed Colombia’s current rule-making system in its different dimensions: legal, administrative, institutional, and budgetary aspects. Based on this in-depth appraisal, an action plan to implement the recommendations was proposed. A similar exercise was organized for the City of Bogota.
- Defining and applying different methodologies to an ex-post review of existing Regulations. Under this component, six existing regulations were reviewed and reformed.
