JC&A worked with the Instituto de Gestión Empresarial y Mejora Regulatoria, Gobierno del Estado de Aguascalientes to: help the State government to 1) create and train an advisory council, made up of government, civil society and business representatives, which would serve as a consulting body with regard to business and regulatory matters; and 2) strengthen the institutional capacities of the newly created office in charge of regulatory reform at the State level, through setting up its own internal rules and training its public servants. JC&A also assessed the different inspection systems in the State government, preparing a general diagnostic and making recommendations on how to improve it; and carried out a RIA pilot for a proposed Urban Management One-Stop Shop, involving government and business stakeholders.
