For this contract, JC&A customized its RIA training course to meet the specific and time-sensitive requirements of the Minister and Vice-Minister of Economy and the National Working Group (NWG) on regulatory reform. This included a 2-day RIA course for approximately 100 participants, including civil servants from national-level government agencies, National and Regional Working Groups members, and representatives of business associations and NGOs. This training built upon the work JC&A has been doing (under a World Bank contract) for the Moldovan government since 2004, which included the application of the Regulatory Guillotine™ to eliminate or simplify hundreds of socialist-era regulations used in Moldovan business inspections. JC&A provided regulatory impact assessment (RIA) training in Moldova to meet the specific and time-sensitive requirements of the Minister and Vice-Minister of Economy and the National Working Group (NWG) on regulatory reform. Training included a 2-day course for 100 participants. Specifically, JC&A provided the following:
- A 3-day consultancy assessment and design input to customize the RIA training program to meet the specific and time-sensitive requirements of the Minister and Vice-Minister of Economy and the National Working Group (NWG) on regulatory reform;
- A 2-day RIA course for up to 100 participants. Participants of this course are civil servants from national-level government agencies, members of National and Regional Working Groups, and representatives of business associations and NGOs.
- Preparation of the 50-page training materials to be disseminated to participants.
