On October 24, 2007, Jacobs, Cordova & Associates gave a talk on “Implementing Regulatory Reform” at the Regulatory & Legal Reform Summit held by the Association of Commerce & Industry of New Mexico. This paper describes how a State could create and then implement a program of regulatory reform, with the goal of improving the business environment at the State level. While this talk discussed the development of an explicit regulatory reform policy and principles of good regulation, and establishment of a State engine for reform, it emphasized the importance of “transparency” – i.e., establishing public consultation processes during the State’s development of new regulations.
