Jacobs, Cordova & Associates conducted a series of workshops and seminars, etc. to build capacity and consensus on the (draft) Decree on Business Licensing System and drafted a detailed guideline on the licensing reform plan, intended for the implementing authorities, and to be issued as implementing Decisions. JC&A provided an assessment of the SME Development Program (SDPL) – Second Subprogram as related to business licensing components; made specific recommendations per any adjustments which were required; and assisted ADB missions with the related activities as well as conducted discussions and workshops with the relevant stakeholders for effective implementation of the SDPL..
