This paper prepared by Cesar Cordova for the OECD analyses a new and important type of reform actor – the Advocacy Bodies – in their role of supporting and feeding reform advice as well as fostering accountability beyond single electoral cycles. It aims to understand how they can become useful vehicles to facilitate political deliberations, inform and prepare stakeholders and citizens, and facilitate the implementation of reforms.
