Korea’s adoption of regulatory impact analysis in 1997 was one of its first reforms to improve the quality of new regulations. Because its implementation had been inadequate, Jacobs, Cordova & Associates provided a training course for up to 50 policy officials who had a basic understanding of economic concepts, but who did not have specific training in qualitative and quantitative policy analysis or principles of good regulation.
