After reviewing five years of RIA experience in South Africa, JC&A proposed a completed implementation framework to mainstream regulatory quality oversight and RIA into policymaking processes. Our design for the central RIA units in the Treasury and Cabinet Office aimed to create more accountability for good regulatory methods and processes, more robust oversight disciplines, and performance assessment of regulatory quality at all levels of the policy process, strengthening, in particular, the monitoring and evaluation function of the government.
