Jacobs, Cordova & Associates initially designed for the Egyptian government a national simplification program using our well-konwn Regulatory GuillotineTM method and software. As part of the overall reform, Jacobs, Cordova & Associates provided the eGuillotineTM software that was customized to the functionalities needed and rebuilt in Arabic, and then used to build up the inventory of the legal instruments in Egypt. With BearingPoint in USAID’s Technical Assistance for Policy Reform (TAPR) II, this reform, called ERRADA, became one of the most far-reaching regulatory reform projects in Egypt’s modern history. This project completed an inventory of regulations and, in 2010, begun the process of reviewing and simplifying regulations across several ministries to improve Egypt’s competitiveness and reduce corruption.
