JC&A supported the Ministry of Tourism, Environment, and Culture in the review, reform, and simplification of a licensing system to develop simplified, efficient, and transparent procedures promoting tourism in the country. The project was based on the Standard Cost Model (SCM) methodology applied to the licenses to identify and validate the legal, regulatory, and institutional reforms. JC&A performed a review and mapping of the tourism licensing process to help the Government to identify and decide on regulatory and institutional reforms needed to streamline the tourism licensing system. Furthermore, to assist the government with the design of required legal reforms. The impact of these activities was measured in significant time & cost reduction associated with acquiring necessary licenses and by making the process more transparent and reviewing the roles and responsibilities of institutions involved. JC&A produced the Tourism, Licensing Review, and Reform Recommendations Report.
