JC&A’s team of experts assessed the on the ground requirements for the implementation of the IFC’s Construction Permit Administration System–an online, web-based, comprehensive system for the submission and approval of building permit proposals. This required an evaluation of the ICT capabilities of construction permit offices in Baghdad, Basra and Erbil and other related departments. Of particular importance was to establish the gap between current infrastructure and capabilities and those required for a successful implementation of the Construction Permit Administration System. We concluded that the situation in all three cities requires substantial investments in five key areas to guarantee the smooth operation of the new system.
