The purpose of this consultancy is to develop a case study that examines the Mutual Recognition Agreements (MRAs) in the professional services sector between Mexico and Canada.
This case study was conducted using both desk research and semi-structured interviews with key stakeholders. The desk research involved an analysis of public documents related to MRAs. In addition, an extensive literature review was carried out, covering both MRAs in professional services and MRAs related to conformity assessment. The case study tries to answer the following questions:
What was the situation prior to the regulatory changes? In what ways did the previous context limit cross-border service provision?
What motivated the beginning of the process? Which actors promoted its initiation (governments, private sector)? How significant was each actor’s role in motivating the process?
What regulatory changes were implemented?
What impacts have the regulatory changes had on the relevant parties/countries? In particular in terms of professional mobility
The case study concludes by identifying lessons learned.
This project aims to enhance Vietnamese officials’ capacities and understanding of applying good regulatory practices (GRP), particularly those needed to conduct RIAs when developing technical regulations and conformity assessment procedures. JC&A will prepare a Guideline for Implementing RIAs, a pilot RIA for the technical regulation of Electronic Products, a GRP Guideline, four training courses on the two guidelines for Vietnamese regulators, and a regional workshop to share the project’s outcomes with ASEAN member countries.
