Más de 60 países han adoptado diversas formas de Análisis de Impacto Regulatorio (RIA – por sus siglas en inglés) como paso obligatorio en el desarrollo de nuevas normas legales. La rápida difusión del RIA responde a una revolución en la reforma de la gobernanza, comparable con la rápida difusión de los métodos modernos de presupuestación, hace un siglo, para proporcionar un nuevo marco para evaluar y gestionar los costos y beneficios del gasto público. Dados los altos costos fuera de presupuesto derivados de la regulación, la adopción del RIA puede verse como un “segundo paso” para avanzar hacia una contabilidad completa de los costos gubernamentales y una mejor administración de los servicios gubernamentales.
Los problemas del Análisis de Impacto Regulatorio (RIA) al inicio son inmensos. El RIA es una herramienta gubernamental vital que ha sido probada exitosamente en varios países, pero en muchos otros se sigue trabajando para superar los problemas iniciales de su implementación. JC&A está comprometido en brindar ayuda a los países para lograr una implementación exitosa del RIA. Creemos que el RIA ayuda a los países a enfrentar los desafíos de la regulación moderna en formas que ningún otro método puede.
